This is a full-day private hire rather than a fixed-route group tour. You get a vehicle, a driver and eight to ten hours, and the order of stops is yours. Tickets are separate, deliberately

The tour covers the vehicle and driver. Entry tickets are not included, which keeps the price down for visitors who only want photo stops and gives everyone else the freedom to pick their own slots. If you want the tower, book a Burj Khalifa ticket for a time that fits the day — late afternoon is the usual choice — and the driver will plan around it.
